SCE TO END UNDERGROUNDING PROGRAM


Speaking of SCE, we also received word this week that the CA Public Utilities Commission plans to sunset the “Rule 20A”Program. The Rule 20A program collects funds from ratepayers to amass funds for local utility undergrounding projects. In addition to funding, the program helped with planning, coordination, and design for these projects, which was very valuable. Most recently, we used those funds to underground the wires near the new Rusnak Mercedes-Benz site. Given the high cost of undergrounding, we were only able to use these funds every decade or so for a small project. That being said, these funds are the only revenues specifically available for undergrounding project; therefore, seeing it go away is a shame. When I inquired as to the reason for the ending of the program, SCE’s staff provided the following response: “[Given that Rule 20A is] an aesthetic based program and with the rising costs of everything these days, eliminating the program will bring some economic relief to rate payers.” While I wouldn’t guess that rates will now go down, it may offset some of the expected increases.
