First Project Contract Completed Ahead of Schedule

The Construction Authority announced today the successful completion of the first of three contracts to be completed for the Glendora to Montclair project. W.A. Rasic Construction completed the Utility Relocation contract, which resulted in the relocation and/or protection over the past 11 months of a dozen strategically-located water and sewer lines that cross the railroad corridor. These lines were identified for this early work to reduce risk for the main, Alignment design-build contractor; and I am pleased to report that Rasic completed their work two months ahead of schedule and on budget.
Early completion of this effort is especially critical as the four shortlisted design-build teams for the Glendora to Montclair Alignment contract will be completing their initial bids in the coming weeks. Proposals are due in three weeks from now, and reducing risk for these teams helps reduce unnecessary contingency included in their bid proposals.
As you know, the Glendora to Montclair project is mostly funded by county sales tax revenue (Measures M and R in Los Angeles and Measure I in San Bernardino); but also required state funds to fill the estimated funding gap identified early last year. This past April the project was awarded nearly $300 million from the State’s Transit and Intercity Rail Capital Program, an SB1 program that is mostly funded by Cap and Trade auction proceeds but which also receives funds from the SB1 gas tax increase.
Rasic’s successful completion of this initial contract will certainly support the Construction Authority’s goal of providing the design-build team the best project we can; in the hopes that bids will come in with as little risk money included as possible and within the fully funded project estimate.
