CALTRANS CONDUCTS DATA COLLECTION EFFORT

The City has received multiple reports of unknown devices located on street light poles and in the street. After contacting the company labelled on one of the devices, the City was informed that they are part of a statewide project managed by CalTrans to collect vehicle count data across local jurisdictions over the next two years.
CalTrans provided a list of 227 locations in Arcadia where these devices will be placed, many of which are local, neighborhood streets. So far, we have seen two types of devices, one is a camera that is attached to a street light pole and the other consists of tubes placed in the street with the counting device wrapped around a street light pole (pictures below). We expect more reports regarding these types of devices, so we will attempt to allay any concerns expressed by residents and push out some public information on these devices.
A letter from CalTrans about the project is attached; while it is dated May 16, it was not received by Staff until this week. We are reaching out to CalTrans to coordinate more on noticing and getting necessary applications for placement of items on our infrastructure in the right-of-way.
