Street Lighting System Update

The City is currently addressing outages affecting two feed points within its existing 6.6 kV street lighting system: the Catalpa Feed Point and the Altura Feed Point. Public Works Services Department Street Lighting Technicians continue to conduct troubleshooting and repairs to identify the causes of the outages and restore service.

Catalpa Feed Point

For the past several weeks, City Street Lighting Technicians have been conducting extensive

troubleshooting to identify electrical shorts affecting the Catalpa Feed Point. Staff successfully

located and repaired one short; however, only approximately 65% of the street lighting was restored following the repair.

Field crews continue to investigate the underground system to identify additional breaks, damaged conductors, and melted wiring within the underground conduit and/or pull boxes. Because much of the system infrastructure is located underground, locating and repairing these faults requires additional field investigation and specialized troubleshooting.

The street sections currently without lighting on the Catalpa Feed Point include:

• Campesina

• Valido

• Volante

• Monte Vista

Public Works Services Department Street Lighting Technicians will continue troubleshooting the system to locate the remaining fault(s) and restore the Catalpa Feed Point to full operation.

Altura Feed Point

Following the Southern California Edison (SCE) outage on Sunday, September 6, 2026, the Public Works Services Department received reports that the 6.6 kV street lighting system serving the Altura Feed Point had experienced another outage. This section of the system had been repaired by City staff only a few weeks earlier.

Staff immediately began troubleshooting the system to determine the cause of the outage and restore service. Through continued investigation, staff determined that the outage was associated with a short involving SCE’s feed-point equipment. SCE has indicated that it plans to replace the affected equipment by Friday, September 25, 2026.

Once SCE completes its repairs, City Street Lighting Technicians will inspect and test the system to determine whether any additional damage occurred to City-owned equipment. Staff will then make any necessary repairs before re-energizing the system and restoring street lighting service.

The Altura Feed Point serves 104 properties along the following street sections:

• Encanto

• Panorama

• Corto

• Columbia

• Paloma Drive

• Hugo Reid

• Golden West

• De Anza

• Altura

• La Rosa Road

6.6 kV Street Lighting System

The City’s existing street lighting network includes a 6.6 kV series-circuit system. In a series circuit, electrical current travels continuously through the lighting system. As a result, when a fault occurs at a lamp, connection, conductor, or other point along the circuit, the lights downstream of the fault may also be affected and remain out until the underlying issue is identified and repaired.

Unlike a typical residential light or Christmas light bulb replacement, many faults within the City’s 6.6 kV system occur underground and involve high-voltage electrical infrastructure. This makes locating, accessing, and repairing faults significantly more complex and requires specialized equipment, procedures, and qualified personnel.

The City’s 6.6 kV street lighting system includes multiple feed points serving designated High Load Areas. The Public Works Services Department staff will continue to monitor and troubleshoot the affected feed points and coordinate with SCE, as necessary, to restore reliable street lighting service.
