PLANNING COMMISSION MEETING UPDATE


On Tuesday 3/12/2024, the Planning Commission considered one item with all Commissioners present.


16-Unit Multiple Family Development at 314-326 S. Second Avenue. The Planning Commission reviewed Multifamily Architectural Design Review No. MFADR 23-03, Tentative Tract Map No. TTM 23-05 (84291), Healthy Tree Removal No. TRH 23-01, and Protected Tree Encroachment No. TRE 23-10 for a 16-unit, three-story, multi-family residential condominium development at 314-326 S. Second Avenue. The new 16-unit development will replace the 16 existing, single-story units on the site. The development’s Modern-Contemporary architectural style incorporates traditional elements such as brick and stucco siding and pitched roofs. Given that there is no dominant architectural style in the neighborhood, and because there are a variety of similarly sized residential buildings nearby, the proposed Project will be compatible with the neighborhood. All the units will have four bedrooms and 5.5 bathrooms and range in size from 2,305 square feet to 3,207 square feet. Each unit will have private open space in the form of a rooftop patio, and 15 of the 16 units will also have ground level outdoor open space. In addition, common open space will be provided. All units will have a 20’ x 20’ two-car garage that will be accessed from a shared, internal driveway. One protected oak tree is proposed to be removed to accommodate the project, and three new protected trees will be planted in the front yard setback to replace it, including a 60” box California Live Oak.

Two neighbors were present to speak in opposition to the Project citing concerns with the scale of the development and impacts on the local neighborhood, including traffic. Although the development complies with the maximum allowed height, there were concerns expressed by several Commissioners about the height and scale of the proposal. Following

the public hearing and Commissioner deliberations, the Project was approved 3-2 with Commissioner Arvizu and Vice Chair Wilander dissenting.
