CALL TO ORDER

PUBLIC COMMENTS – STUDY SESSION (5 minute time limit per person)
Any person wishing to address the City Council/Redevelopment Agency on any Study Session item is asked to complete a “public comments” card available in the Council Chamber Lobby. The completed card should be submitted to the City Clerk/Agency Secretary prior to the start of the Study Session meeting. Each speaker is limited to five (5) minutes per person. Under the Brown Act, the City Council/Redevelopment Agency is prohibited from discussing or taking action on any items not listed on the posted agenda.

1. CONSENT CALENDAR
All matters listed under the Consent Calendar are considered to be routine and can be acted on by one roll call vote. There will be no separate discussion of these items unless members of the City Council/Redevelopment Agency request that specific items be removed from the Consent Calendar for separate discussion.
REDEVELOPMENT AGENCY ITEMS:
a. Approve the Meeting Minutes of September 20, 2011. Recommended Action: Approve
CITY COUNCIL ITEMS:
b. Approve the Meeting Minutes of September 20 and October 4, 2011. Recommended Action: Approve
c. Adopt Ordinance No. 2287 amending Article VI (Business, Professions, Trades and Occupations) and Article IX (Division of Use of Land) of the Arcadia Municipal Code. Recommended Action: Adopt
d. Adopt Ordinance No. 2290 granting to Golden State Water Company, its successors and assigns, a franchise to use or to lay and use, pipes, conduits and appurtenances for transmitting and distributing water for any and all purposes in, along, across, upon and under the public streets, ways, alleys and places within the City of Arcadia (per Article XIII of the Arcadia City Charter) Recommended Action: Adopt
e. Authorize the City Manager to execute a one (1) year contract extension with CLS Landscape Management for landscape maintenance at City facilities in the amount of $460,251. Recommended Action: Approve
f. Authorize the City Manager to execute a one (1) year purchase order contract extension to HD Supply Waterworks for the purchase of mainline fittings, brass valves and other related accessories for the City’s water distribution system in the amount of $113,252. Recommended Action: Approve
g. Accept all work performed by Gentry Brothers Inc. for the Rehabilitation of Westbound Huntington Drive between Holly Avenue and Baldwin Avenue as complete and authorize the final payment to be made in accordance with the contract documents. Recommended Action: Approve
h. Approve the revised classification specifications for Library Aide I (Part-Time) and Library Aide II (Part-Time). Recommended Action: Approve
ADJOURNMENT
The City Council/Redevelopment Agency will adjourn this meeting in memory of Dr. Lewis H. V. May, physician and former Arcadia Unified School District Board Member to November 1, 2011, 5:00 p.m. in the City Council Chamber Conference Room located at 240 W. Huntington Drive, Arcadia.
